Are China, Russia, the EU, etc helping with the crisis in Japan or the Libyan revolution?

It seems like theres a huge amount of pressure for someone - anyone to go to the aid of Japan as well as support whatever is left of the rebels in Lybia. The US seems to be doing most of the work in either case, with having done more for Japan than any other nation and as much for Libya as anyone else. Why don't these other superpowers step up?
