Male cat stopped burying his waste...?

My cat doesn't cover her poop either, there is a lot of scratching going on in the litter box, yet it's not covered, Don't believe there is a solution to this problem, but it is stinky, I have the exhaust fan on to help take some of the bad smell away and use a spray odour eliminator before I go in to empty the waste.
