Should the ministry of education dig up all eng. text books from the seventies and use it again to teach Eng?

I don't know about the ministry but, every good teacher keeps books and exercises that will help them teach. Sometimes with textbook adoption not every subject is improved upon. You can keep things from other texts that can help your kids understand what you need to teach.
