Canadian Student, 1950 SAT with 83% high school average.. good enough to get into a US university?

I am graduating with an 83% average, very strong in Social and English, weak in Math and Sciences. Want to apply to either a Liberal Arts program or Social Sciences. My SAT score: CR-650 MTH-610 WRT-690, for a total of 1950. Is this good enough to come from Canada to a decent university in the USA (West), with some aid in the form of scholarships/grants? Basically if I can get my tuition down to around $10,000 after scholarships/grants i'll be fine, but I won't qualify for any need based aid. What are my chances of getting in? (Obviously not looking to go Ivy League or anything, just a solid school) And does anyone have an idea of what my GPA might be once converted?
