Reinforcing a flush-mount shelf?

This is not good, is the shelf itself bending, or is the fitting on the back of the shelf bent? either way I'd suggest you remove it entirely from the wall , make the necessary repairs and remount if possible, the cleat on the back may be bent and hopefully you can fix it,
